Wisper Full throttle e-bikes are confirmed as legal.
For some time, Wisper have been offering Full Throttle versions of their electric bikes. This process has now been confirmed as fully legal after a UK VOSA (Vehicle and Operator Services Agency) inspection.
Following queries to a number of Wisper dealers, VOSA inspected the records held by Wisper. Now, they are satisfied that proper records and copy certificates are available for every bike modified in this way and that the process is fully legal.
After each bike is certificated, it will still only do 15.5mph under power, but the throttle will work as Twist and Go up to 15mph without pedalling. Your Bike is converted from an EPAC (Electrically Pedal Assisted Cycle to an L1e category 250W LPM (250Watt Low Powered Moped.).
There are no further restriction to the riding of these bikes.
Certification Requirements
This certificate is not available for every electric bike as certain standards are needed. This includes front and real lights working off the main battery operated with a single switch. Full mudguards are also required.
This testing process is usually carried out on New E-Bikes and costs £300 inc. VAT. But, it can be completed on a used bike that comes up to the Regulations for £350 inc. VAT. Due mainly to the booking system to get the bikes tested, this process usually takes about 6 weeks.
Available in Exeter
There are few VOSA establishments that carry out this work, but e-bikes can be tested in Exeter.
